One of City government's jobs is to ensure safety in the
community.
In most cases, permitting is required by federal, state and city codes as
a tool to assure that safety, health, fire, and zoning codes are met.
These codes are designed for all of us to live together in a community
that keeps us happy and safe. (Adding a wall to a commercial building
without the fire department's knowledge could seriously endanger them in
the event of a fire. And someone putting up a garage blocking your
easement wouldn't make you happy).

When your contractor or the city digs, the permitting process allows
underground features to be documented saving costly harm in future
digging.
These are just a few of the reasons permitting is required. Fees are paid
to defray the city's overhead in recording, filing, and performing
inspections, hook-ups, and other functions. Many times permit fees do not
cover the City's cost in administering the codes.
