Winter Crisis Program Begins Nov. 1

Ohio Heartland Community Action Commission’s 2017 Winter Crisis Program runs Nov. 1, 2017 through March 31, 2018. The program can help with a one-time payment for a utility bill or other bulk fuel service.


Applicants MUST have: A utility service that is currently shut off or in disconnection status for the gas and/or electric service, a utility service that needs started or 25 percent or less of their fuel source on hand (propane, fuel oil, wood, coal). In order to be eligible for assistance, total household income must be at or below 175 percent of the 2017-2018 Federal Poverty guidelines.


Please call OHCAC at 1-866-861-6421 to schedule an appointment for the Winter Crisis Program. Walk-in customers will be served on a limited first come, first served basis.


The following items must be provided at the time of application:

  • Proof of citizenship for ALL household members (Social Security cards, birth certificates, US passport, voter registration card, etc.)
  • Proof of income for previous 13 weeks for ALL household members
  • BOTH primary and electric heating bills
  • Proof of disability (if applicable)
  • Social security numbers for ALL household members
  • Copy of lease agreement or rent receipts (if applicable)
  • Photo ID of primary applicant
  • Proof of child support or unemployment benefits (if applicable)
